CC makes the decision to whether put you up for promo, not manager. CC can choose to put the counselee up for promo even without the support of the project - but the CC/Counselee better have a good story to back it lol, sure kena ambush from ten sides.
But most if not all CC will look at the client account feedback and determine whether to put the counselee for promo... so usually if the project doesn't support, the CC won't support also. lol. Cos damn hard to justify you're ready for next level when your project saying you're not performing lol.

Based on what was mentioned in TAP, L11 > L10 should take 1.5 years the most... disregarding PIP. Since they can activate that 'half year' window to finally determine your readiness. I reckon most projects will use that half year window lol.
So if by 2 years still not SA, i think ACN see that L11 behkan liao. haha.

Anything is possible, like what they said - based on readiness.
But can assure you, unless you fulfil most of the conditions.
- Your project has big budget
- You're close with the management and they support you (because their support is what makes up mostly why you will be considered for promotion discussion)
- Your CC is one damn good CC
- Your story (it works together with your project supporting you for promo since it has to be in line with your client account feedback lol, else your CC has to explain damn hard)
Else, 1 year? you will be glad to even be promoted by the 2nd year.
