based on policy, no. unless it is necessary for the organization and they asked you to go and sponsored.

Nope. In fact, some DXOs are hired on condition they get that Master's degree by a certain period.

Many senior positions need not be manned all the time.

They can be left vacant w/o any ops impact.

Nope, sponsorship is not a factor for DXOs.
It is for selected uniformed scholarships.
