I break it down to be more clear
3m - fixed bonus (AWS + Cluster Bonus)
1m to 2m - This is P.B. For a B+, I will be getting 1.2m
and the standard $1000 one time special off bonus (basically every year have, so is not really one time special off bonus).
So in total for FY23 (3M +1.2M +$1000). This is norm

My section is very small (less than ten pax). I have gotten A quite a couple of times. But the promotion in my section is one of the slowest if not the slowest in the entire department.

I'm not a healthcare worker. Quite surprised to know of such bonuses...not too shabby
And I fully support healthcare workers receiving more compensation and monetary benefits. The work is no joke. Keep it up guys!

To add on, my section is so small that we only have 1 JG15, 1 JG14, the rest are made up of a bunch of 11, 12 and 13. If the 14 and 15 don't move up, ppl like me can never move up. Most of my colleagues took 7 years on average to be promoted, for lower JG. Once u hit 13, it will take forever to move up as 14 is deemed as senior and it will take many many years to be promoted. That's why after 10 years, I'm still stuck at 13, which is the JG I started with. Everyone is frustrated but my bosses can't be bothered.

Okay that make sense now. If your section is small and there are already multiple higher JD. It make sense not to promote the lower JD up.
I think you should req for transfer to other dept/PHI. You chance of getting promotion will be much higher than staying with the current dept.

The base salary is low for Public Healthcare workers. We are compensate with higher bonus quantum.

Transfer is hard cos the things I'm doing is very niche, recently went for an interview at nuhs and was rejected because of this reason. I will probably only get promoted to 14 when I'm close to 50 which is in another ten years time. And I will eventually retire as a 14..
