Lols a fellow CL9 here. Leading the application team.
It’s possible. Once the project goes live, the project goes into maintenance phase and you typically don’t need a manager to lead an Ops team anymore. Managers become too expensive to sustain in the project and it just makes better financial sense to get a CL9 to do it.

Possible. I know of one person from H&PS project that got double promotion. That project got a lot of releases and people can literally start off their career there and get promoted all the way to a manager in the same project one
