as GES says starting pay is 3800 now
When I started in 2017, it was also $3300. I don't have an honours, completed NS. I think you should try to ask for more. At least account for inflation. LOL.

It's because of the way they compute their annual package.

Your healthcare offer for $3800 would work out to roughly $60800 annually, depending on performance and economic conditions and such (3800*16mths, 16mths broken down as: 12 mths base + 13mth AWS + 1mth PB + 2mth variable bonus)

Your non-healthcare offer $5000 could work out to >$70000 annually, assuming 12mth base + 2mth bonuses (could be more if your bonuses are higher, but 2mth is about the average).

So it's a somewhat competitive offer (11% less). Then it would depend on various factors (e.g., calling to serve in healthcare, interest in the area of work), but there is a huge trade off on the base salary (>30% difference). In my view, it is better to have higher base salary, cause all HR here tend to peg to last drawn. So healthcare quite a tough sell generally cause they will push your base salary down a lot.

Hi, just to clarify, you mean hospitals HR tend to peg to last drawn, even if the candidates weren't working in another hospital previously?

No, what I meant was that all HR, at least locally, tend to peg to last drawn.

In my own experience, having worked in various administrative functions and settings in healthcare, that is what I've observed too. That also seems to be the case for govt-linked companies (GLCs). I'm not too sure about MNCs, but by and large, I've heard that HR tends to give lowball offer that isn't too much higher (within 20%) from your last drawn.

Pay ranges are similar across healthcare.

Monthly base for SE is between 4000-7000.
AM should be between 5000-8500.

I'm not sure which healthcare institution you were in, but based on where I am in public healthcare, yes, AM would start around there. Even I as an SE in healthcare am already making 4.6k monthly.

Unfortunately, it's not quite possible to give you a "template" progression of any kind because there are just way too many variables. Some people are stuck at entry level for many years, some people progress very quickly (e.g., promoted every year or other year). It depends on your ability, whether you're recognised as a top performer, whether your boss fight for your progression, etc. Very tough.
