Your healthcare offer for $3800 would work out to roughly $60800 annually, depending on performance and economic conditions and such (3800*16mths, 16mths broken down as: 12 mths base + 13mth AWS + 1mth PB + 2mth variable bonus)

Your non-healthcare offer $5000 could work out to >$70000 annually, assuming 12mth base + 2mth bonuses (could be more if your bonuses are higher, but 2mth is about the average).

So it's a somewhat competitive offer (11% less). Then it would depend on various factors (e.g., calling to serve in healthcare, interest in the area of work), but there is a huge trade off on the base salary (>30% difference). In my view, it is better to have higher base salary, cause all HR here tend to peg to last drawn. So healthcare quite a tough sell generally cause they will push your base salary down a lot.
