My theory is that they managed to get to where they are today through bootlicking. Now that they are in power, they want to enjoy the same treatment as their predecessors.
Young engineers that know how to angkat bola will go up. Those that do work and train up their competency levels will feel undervalued and evantually leave.
It's a never ending cycle.

the mid year bonus for civil servants was 0.3 this year. can someone tell me whether it was also 0.3 for LTA? i just joined so i know it should be pro-rated but my numbers not adding up

I was in LTA rail civil project team and left. LTA pays well but culture wise have to learn to bootlick your boss, there is no need for competency in your work, because just have to follow
boss instructions. Turnover is normal because people are sticking around for the salary and bonus, but capable people usually leave if they can get a better offer outside. But usually if don’t leave within 3-4years, little chance they will leave cuz can’t get a higher salary outside
