Although you may have certain relevant experience, if the job requires a degree holder, your salary will be computed based on the years of experience after attaining a degree. HR don't really take fully of the no.of. Years when you only hold a diploma. This was the same as my case as well as i also worked for a few years after my diploma then take a degree and change a new agency which i have relevant past experience.

Why would they? They are called civil servants. Their main job is to serve the public. Expecting high pay in civil service is like expecting a high pay going to non profit organisation. Pay is not the point here. If you want high pay go join investment banking instead.

Does anyone know if the variable component for Civil Service is the same throughout all the ministries? (ie. ie. guaranteed to have AWS, mid/end year bonus, and performance bonus) Or are there situations in which some ministries' roles will not be entitled to certain bonuses?

SBs largely follow PSD guidelines for Mins but have the autonomy to determine their pay package depending on core business needs to retain talent (e.g. MAC).

Also what's the current pay for the 3 defense orgs ( DSO/ DSTA/CSIT) for fresh grads? For both FCH and Second upper.

13(1) is the executive entry grade for non-grads. For e.g. the staff was a MX 14 before promotion. 13 is the entry grade for fresh grads.
For the 2nd question, there is no baseline for comparison as each agency might have different criteria to accord pay package..
