Hi, asking for advice urgently here. Local uni grad (2nd lowers) and worked in private sector with 3 years of experience and was offered a 4.5k pay senior role at a stat board (7% increase from my current job). They didnt indicate the pay grade (MX??). May i know if this offer is reasonable? The offer letter said its non-negotiable. Should i try negotiating if its below market rate?

Oh and the job listing had capped the salary range at 5.2k.

Senior Executive? The top of the salary range of 5.x k sounds like it's MX13.
As they are giving you higher than your last drawn I think it would be harder to negotiate but you can still try...

At roughly what percentile is an average civil servant's salary, compared with the whole of Singapore? Around 70-80th percentile?

Also, roughly what percentile when compared with all NUS/ NTU/ SMU grads? Around 60th percentile?

Personally, I feel that some starboard pay is quite high. Eg. Govtech this year FCH starts with 5.5k base and the average performer gets 4.5 months of bonus. (5.5 * (12 + 4)) / 12 = 7.3k gross monthly. This gross monthly is higher than the mean gross monthly of any degree program in the graduate employment survey liao. If you use the salary.sg "Benchmark Your Monthly Pay By Age & Gender 2019" and compare by the 25-29 age group, 7.3k gross monthly is top 5% liao.
