I think it is best to keep it at 5k - 5.5k if you are lucky. You can try calculating how much they offer for fresh grad, then add in some YOE in CS or relevant experience like you mentioned. Also depends on the Ministry you are getting, how big and the budget allocated to theirs then roughly you will know how much you are getting.
