We saw the DARO appointment being introduced to help AROs and SPOs manage their workload better. I'm sure there were also plenty of other things being refined behind the scenes that are not public-facing.
Training is also quite a huge undertaking. Tens of thousands of active and reserve appointees need to be trained, many of whom are first-timers, and the gap between elections is not that long (2-3 years).

Not to forget, ELD must be ready at any time should a by-election be called.

Grading
After the SMC, my RO immediately spoke to me. Apparently many complains about my processes and all procedures in admin work. I know I would get low grading but would it be D? If is D would they tell you now?

Context? What do you mean by "my processes"? Are you a new/internal/covering KP trying to roll out new ways of doing things? Or are you a new teacher struggling to understand and follow SOPs?

admin complaints sound rather weird. if u didnt commit anything major like divulging secrets or stealing money etc, i dont think trivial mistakes will result in a D?
dont think too much

(This HR process - of only giving adverse grade after warning the officer at mid-year review - excludes crossing MOE red lines such as finance, exam, and safety. If you mess up any of the three big red lines, no one can save you...)

The procurement process... For items... Before we received parents letter, the items arrived.
Also, for one level, I round it off. Like 681 students, I bought 700. Cuz I thought buy extra, just in case. But then is too much in their opinion.

When items are procured for a certain number of pax, namelist must be submitted. Cannot buy extra unless there is formal justification for a specific qty of extra. Your namelist only contain 681 pax, how can buy 700?

So many admin lapses in 1 statement.
First, SOP requires number of pax to be confirmed, via signed parents' letter, before you can place an order. Items arriving before parent letter is received means purchase was made without tallying with actual number.
Next, as someone already pointed out, number of items purchased must tally with headcount. Every cent must be accounted for. Cannot simply round up the figure as you see fit.
High chance of getting C-.
C- is as good as D grade, minus the performance coaching.
C- means next 3 years no promotion, even if you get straight As in that 3 years.
