As I understand it, a potential adverse grade (C-/D) needs to be flagged out by mid-year work review, so as to give the officer an opportunity to make improvements before ranking. Hence, if your RO has only flagged out such criticisms at this stage (presumably from the ranking exercise), it is unlikely that you will be given a D.
(This HR process - of only giving adverse grade after warning the officer at mid-year review - excludes crossing
MOE red lines such as finance, exam, and safety. If you mess up any of the three big red lines, no one can save you...)
