I've not observed this 'taking turns' system in effect, either in my own performance or as a member of an evaluation panel. Not uncommon for very high performers to get continuous of streaks of A/B.

I've seen default C in promotion year being observed, though, even though it's not an official requirement.

Backing this up. I had a string of Bs up until I got to GEO5 where i finally got my C+. Kinda understandable because I was up against SH's while I didn't have any position myself.

Not sure why pple think that there is a default C. Was it explicitly mentioned by your RO or school leader?
It's an oversplification of a caveat that expectations are bound to be higher than what is expected of you.
Then perhaps this poor explanation stuck with some and as it spreads, it ends up infecting more pple to think that way.

The reality is if you are promoted and still doing a lot / new stuff for that new subgrade, it's very unlikely to get a default C. As a geo4/5 HOD, you are unlikely to get a C even in year of promotion. The same cannot be said if you are promoted to SEO because it is arguably whether you can perform as well in the new sub grade as experienced ones. If you are given opportunities to, and the other SEOs aren't pulling their weight... I doubt SLs would want to send a wrong signal and give the rest higher grades.

Not the person who started saying this but yes, I can back this up as my RO did share this with me recently. If do a lot of work and not promoted, then better grade. If no promotion means better grade.

Honestly, in most instances, it doesn't matter how hard you work especially if you have a weak RO. It seems that the ones who do a lot of talking aka minimal work done get rewarded. So in essence,rded. get your satisfaction and reward from your students doing well.

There is a saying that job progression is 70% your own capabilities and 30% meeting 贵人/right boss.
Agree that having the right superior plays a role also. If you are fortunate enough to meet one, make sure you learn as much as you can and count your blessings.

Btw, the default C for promoted officers is addressed as a myth on HROnline. Anyone that still quotes that, please show them the URL accordingly.

show them already also nothing much the subordinate can do...

in a system where the hierarchy is rigid and fixed, and in a top-down approach, even official protests or complaints wont go anywhere.

i guess the most practical solution is just to try out another RO.
