hmm.. yours is a 2 years contract?
start with 8k, ceiling at 9.1k, looks ok isn't it?
you have at least 3 years to prove yourself to be promoted to grade I.

Spent 5 years in a ministry. Recently got offered a position in an agency. HR mentioned that it’s a 2 years contract with chances of converting to perm after 1.5y. Can I check if anyone know that this is normal? A 2 years contract on the first instance. Thank you!
