Usually they won't even process your application without the transcript. As a fresh grad, the most impt thing is your degree. Unlike mid-career people, if they don't produce their transcripts it will be fine since they are applying with their experience.
Why not just upload the transcript?
And one week is way too short for public service. When I applied, I waited about 1 month to get a call for the interview. Then another month for the offer. From application to confirmation took around 4 months. Which ministries did you apply for? Some ministries take longer. Also depends on what position you apply for and what degree/university you come from.

Should be able to update at the profile page. It will automatically update for all application. If i didnt remember wrongly. You should update or add a contactable one asap. However, if they couldn't reach you they will email..

Normally in CS HR may face hundreds of applications hence most just scan through. If for fresh grad, what they see is the school, degree type and hons level. Results for them doesn't really matter because today even if you score a fch but is from some funny school or lower tier University, do you think they care? Also it is the integrity of the applicants to state honestly. However, if you want to feel safe, you still can upload. What's more impt is your cover letter and resume, it must be very close to what they are looking for. From your way of writing, they can give a rough gauge of your personality. If they decided to interview you, even uf you have uploaded everything, they will still ask from you. This happen to me so many times and even after you submit, if after interview they select you, they will also ask all docs again.

Walao eh this sounds really elistist. Did you know that there are many factors that influence how someone got his or her job? Its not only the type of uni they got their degree from. Factors like the other relevant skills, the type of degree and even the attitude or interview performance matters!
I'm a fch local grad btw. I got into cs through sheer luck because of my off hand experience in managing accounts. If not for that they would not give 2 hoots about my unrelated local degree and class of honours. Now? Take a look at the state of the economy and look at the number of fresh grads applying into cs. Competition is so steep you got to have something more than "xxx degree, local uni, xxx honours."
I'm actually glad that govt is opening up to sim grads too. I havent seen many around in my ministry.

It also largely depends on who you know. I've seen so many people in ministries who got their jobs because of friends/relatives that pull string for them. The rest of us who are not well-connected just LLST.

I graduated with a cum laude degree from SMU. Is that considered a second upper class? Or second lower class?

nothing more or less. for fresh grad/ppl with little exp, the pay is standard. everyone with the same qualification, work exp, ns, working in the minsitry/sb will get the same pay.
