this depends on your potential and performance. unless you are in hr, i think it's quite hard to figure out the exact quantum

for reference, my first appraisal got B and my increment is abt $250.
joined as entry level engineer in my stat board after grad with 2nd upper hons.

My girlfriend just got offered 4.9K for a position at a Ministry. She will be under MX12. Will she be promoted to MX11 after the next performance appraisal, or could she get stuck at the MX12 ceiling of around 5.3K for 2 or 3 years?

Unless she is in another scheme of service (economist, intelligence, strategist) the is hired above the bar for mx12.
dependng on age, Mx 12 is either her
1) terminating cep
2) her terminating cep is mx 11
I am guessing she is in her mid or early 30s OR in another scheme.
Perhaps you could share how old, which ministry or if she has a masters?

I feel that you're shortchanging yourself if you take up a post as an MX if you have a law degree. Try to get into the legal service. The pay is very different.

haha - let me guess - perhaps management consulting, if not a trip to business school first? For me I hope to get into finance if civil service doesn't work out, though policymaking is admittedly less transferable to finance than to strategy-type work. I'm already planning how to keep myself as transferable/marketable as possible throughout my bond. Maybe get CFA as you suggested, and try to get those relevant postings too. Also scrimp and save for a top MBA program if I need one after bond.
How much is HiPo allowance, if you don't mind me asking?

Took me this long to respond to this. I was busy making a transition to school and school is tough!
I suppose you are right in pointing out that i'm too pessimistic. I am. Remaining in the civil service yields many benefits. Ultimately the tipping point for me is a primal fear of having zero market value outside of the civil service because I have become irrelevant. I would say I have a pretty good resume for a civil servant yet it is worthless outside the civil service!
Hipo allowance is $20k.
Making another transition now - trying out an internship position soon in a financial institution.  Will be doing something that requires some REAL skillsets. I hope i can gain some useful experience for my resume.
I'm not keen on consulting work. Decided not to spend my money on a top business school at this moment either. Better off taking a position in stocks! Studying something else.

Everybody wants to work in a bank, including hipo civil servants.
Tan Jee Say also worked in finance after leaving civil service and he now lives in a bungalow in Frankel avenue.

For me, I'm looking to (i) regain market value, (ii) improve prospects, and equally important (ii) find something that is a better match in terms of skill-sets. Doesn't necessarily mean working in a bank. I would also be enthusiastic about working for a corporation if they have jobs that are a good fit for me.
TJS was an admin officer. He would most likely have been able to afford a bungalow had he remained in service.
