Quite likely HR has already factored him with some increments and bonuses in advance if he is offered above his peers, unless have "strong" justifications i.e. only one in singapore that has such special skillsets etc.

There is no way you can "negotiate " for an upgrade with HR in the civil service.. Becos if they ever entertain you, then they must also entertain the rest will do also request the same.. The offer HR extends to a candidate is based on a fixed formulaic system.. There is "NO" negotiation.. Sometimes they will be very frank with you and tell you that they got backup candidates waiting after you.. Even if you don't want, they will gladly take up the job... No need to indulge in wishful thinking.. Look to the private sector if you really think you got what it takes...

If I have been at MX12 for 6 years in my current place, is it possible at all to get offered a position at MX11 in another agency that I apply for a job in?

I agree with you totally.
My case:
2nd lower NTU (2007)
Also 3.5 years private sector exp(exp is relevant to the position applied at the ministry)
Apply for an executive position with a ministry
Being offered only $3700/mth (MX12) by this ministry with annual package with abt 15.5mth
Previous basic = $3.4k, Previous annual = $56k
Annual package offer is almost the same as my previous job
I rejected the offer.
I just want to compare why that guy been paid so much more even though I put my expected pay $4.3k

how come everyone is expecting pay increases with every job change? I have never gotten an increase before, only cuts.
1st job change - cut $50
2nd job change - cut $300
3rd job offer - cut $1000

You are weird. Why do you change jobs when they cut your pay! It's like paying more for a smaller house in a worse location.

i have never gotten an offer with a pay raise before
they all say my experience is not relevant
because it is general admin work and not specialized

The other obvious option is _not_ to change jobs. Have you considered that as well?

Possible. Depends on how the other agency "values" your skillsets and experience. Everything is possible based on "justifications" and the headcount quotas for certain level e.g. can't have 2 DDs in a small section or non-critical functions etc.

Hiello,
I understand that the annual increments for MX12 and MX11 are based on a fixed quantum annually.
would anyone be kind enough to share what this quantum is?
