poor performance will get ZERO Merit Increment (MI). 3-5% IS the norm for MI and it depends on your performance grade. When you get promoted, u'll get both Merit Increment + Promotion Increment, and this should be between 8%-12%, or maybe a wider band, depending on the ministry/stat board.
From the posts in another thread, it seems that increment of $200 to $300 in the civil service is common. For a junior officer earning say $4000, this would translate to 5% to about 7% MI. Is it fair to say that this is the norm for the more junior officers, and that 3-5% MI are more the norm for those on higher pay scales or nearing the max of their salary scale?

Junior officers tend to get 350+/- for average performance. That works out to 8-10% excluding promotion. Promotion is usually another 500+/- on top.

As for senior officers close to maximum, it works out to 5%+/- assuming no economic crisis.

I feel sad for you. You obviously do not know what's possible and available. Your CEP probably not very high.

Default So many miscomm

Actually nothing wrong with the replies of 3-5% or 8-12%. Cos it all depends on your salary grade. Junior officers tend to quote higher percentage cause their pay is lower. I.e a 4k junior officer with 8% increment will translate to $320. On the other hand, senior officers earning 8k, an increment of 5% will alr yield $400. So no right or wrong here. Of course your perf grade and CEP plays a huge part too.
