Unless she is in another scheme of service (economist, intelligence, strategist) the is hired above the bar for mx12.
dependng on age, Mx 12 is either her
1) terminating cep
2) her terminating cep is mx 11
I am guessing she is in her mid or early 30s OR in another scheme.
Perhaps you could share how old, which ministry or if she has a masters?
