That's why they have extra payments for lower income civil servants.

For ordinary civil servants, bonus is always based on economic growth and not inflation levels.

Well this is just some year end extra, all in all most civil servants will receive average 2mths (performance bonus) + 0.5mths (mid-year govt bonus) + 1mths (end-year govt bonus) + 1mths (AWS). Not a lot compared to finance/banking/O&G private sector, but I would say it's still more than most of private companies.
