Does that include bonus?
What role are you currently performing (front/middle/back office) and are you individual contributor or on management track? Why are you looking to shift sectors?
You are likely to be appointed as DD (deputy director). The starting DD grade is a senior individual contributor role, if you get promoted to higher DD grades more managerial responsibilities may be added (e.g. Team Leader, Div head). Unless you are really unhappy with the work life balance, and you can see yourself joining the managerial or management team soon after joining, personally I would not recommend you to jump!

Not an expert here but wouldnt hr at least try to match his current salary?
The very top ceiling of dd1 should be around 13k (my assumption)?
