Nope doesnt happen in NParks. Maybe now with the relaxed criteria FT SIM degree is acceptable, but definitely not a private correspondence type of PT degree.
TS should either get a proper degree if he wants to relax & retire in public service or stay where he is in private sector as the pay & prospect much better.

Will the real Nparks employees please stand up? Lots of disinformation going around here now.

If you are really interested in the job scope, go for it and apply! In your cover letter or email, do indicate that you have strong interest in the job and share your experience to support it. If you get an interview, all the best. If not, don't waste your time second guessing why. I'm not from NParks and my own HR doesn't tell me whether they "recognise" private degrees or not so I would presume such info is vague throughout PS. Saying that, I have colleagues who graduated with a private degree, joined the organisation at the senior officer scheme, and are doing very well now.

Seems like some people here are confused between private degree and part time correspondence degree.
Some stat board (esp. those lower end not so high profile kind) can accept private full time degree for Div I, but NO stat board no matter how small or desperate will accept a part time distance correspondence degree to Div I.
By confusing the issue, some of you are sending the TS on a wild goose chase.
