I don’t think so, tiagong from newly promoted DDs it is 10k.
Offer of 11k could be to take into account the OP’s experience in banking.

MAS is stat board and under public service, so no civil service mid year or end year bonus.
Benefits depends on the scheme you are appointed on.

I understand that notice period depends on your grade, whether you’re joining FI upon leaving MAS and nature of responsibilities.
For those simply resigning to take a break and not joining FI, it may be as short as 1-2 months. For depts and staff with access to more sensitive info, notice period exceeding 3 months may be imposed.

Don't quote me, but these are the estimates before COVID times.
DD1 - 8.5k to 10k
DD2 - 9.5k to 14k
DD3 - 12k to 16k
DD4 - 14k to 20k
These are inclusive of "Fold-In" where employees only get 1 bonus per year which is the performance bonus average 1.5 months to 5 months depending on performance, department, job function and economy. Typically 2-3 months is most common.

converting to annual, it will be
DD1 - 8.5k to 10k / 102k to 120k
DD2 - 9.5k to 14k / 114k to 168k
DD3 - 12k to 16k / 144k to 192k
DD4 - 14k to 20k / 168k to 240k

The annual package needs to include conservative estimate of 2 months bonus.

Is the settlements department considered a dept that has access to sensitive info?

There are more details in one of the internal HR guidelines. Open your browser and navigate to employee resources.
