INTJ - i may be a bit too late to respond to your post, but bargainning of pay is not totally impossible in the public sector, because i have successfully done it myself. I was offerred 4.5K in a statboard but after i rejected the offer initially, i was counter offered a pay of 4.8K. At the same time, i was also offered a job by another Statboard, but the HR there didnt entertain my request to negotiate the pay.

So my conclusion is that it depends on which organisation you are dealing with, and how much they want you. The offer the HR has given you is calculated based on "how many yrs of relevant experiences" you have been recognised by your interviewer, so this portion could be subjective and more so for candidates with longer yrs of working experiences.

Thats why you could see mid-career officers of around the same age drawing very different salaries in the public sector, depending on how much their job experiences are valued. And Statboards are usually more flexible compared with Ministries.

Coming from private sector myself, the obvios pros of joining the public service is really the job stability and work-life-balance. Good luck and may you have a good career start with the public svc.

This is my observation -

MX13 -> MX12 :
Can ignore. Most get 'promoted' to MX12 after one year service. Those still on contract in 2nd year will likely be ‘promoted’ to MX12 once emplaced.

MX12 -> MX11 [For ladies, add 2 yrs] :
High CEP/performers - after 2-3 yrs service. Eg join in May 07 (fresh grad), promotion in Apr 09 or Apr 10.
Low CEP (generally those without hons) - after 4 yrs service. Eg join in May 07, promotion in Apr 11 or later.

MX11 -> MX10 [For ladies, add 2 yrs] :
High CEP/performers - after 6 yrs service?
Low CEP (eg MX10) - after 15 yrs service? or never.

The reality is that most officers will retire at MX10 or MX11. We heard recently that less than 2% civil servants are superscale officers (MX1 to MX9).
If you are an average officer, you will likely retire at MX11 max. Meaning 2 promotions if u count MX13->MX12. Depressing. How do you keep these officers motivated after they are promoted to MX11, say after 8-10 yrs in service, when they will stay in this grade from early/mid 30s till they retire at 62? Worst still for those given ‘C’ grade and can’t move up the ranking….

wow
I have been in MX12 for 6 years! Not counting another 3 years in MX12 in my previous job. I must have super low CEP!

Some of my colleagues quit after 9 years in MX12 too. Is it an organization thing?

Actually the Civil Service is very honest about the whole thing, everybody know if you are not scholar, your likely reitrement grade is MX11 or MX10. They never mis-sell people that they promote on performance and everyone has a chance of superscale as long as they perform.

The probelm with a lot of people is when they join government fresh from school or in their mid 30s, they thought they want work life balance and willing to give up money and promotion. But when they see their peers accelerating past them after a decade, backside itchy and start to kao peh kao buh about stuck in dead end job.

To such people I always tell them you walked in with your eyes open when you join government, dun make it sound as if you are a victim who was conned by evil bureaucrats.

Wonder who came up with this framework? Majority can only strive to achieve MX11 oR MX10 grade? 1 - 2 promotions in entire career? for the minority 1-2%, there is the full range from MX12 to MX1!

The MX grades are for internal reference. In between they give out a lot of "fake promotion" to motivate people.

For eg. Manager -> Senior Manager in MX11, AD -> Senior AD -> Junior DD in MX10

Anyone has any info on the salary scale of being a FSO in MFA? Considering all things equal, do those in the FSO (political/ economic) track get the same as those who go the FSO (functional/ corporate services) track?

My back ground:

gender: Male
age:29
qualification: NTU Mechanical Engineering (2nd upper class honours)
Working exp: Still in my first job out of graduation, 4 yrs in a GLC doing engineering.

The HR called me up for an interview next Monday but informed me that after looking at my current pay, I would most likely have to take a pay cut. Any idea what the amount would be like? I'm currently drawing about $4.5k a month excluding bonuses.
