The reality is that most officers will retire at MX10 or MX11. We heard recently that less than 2% civil servants are superscale officers (MX1 to MX9).
If you are an average officer, you will likely retire at MX11 max. Meaning 2 promotions if u count MX13->MX12. Depressing. How do you keep these officers motivated after they are promoted to MX11, say after 8-10 yrs in service, when they will stay in this grade from early/mid 30s till they retire at 62? Worst still for those given ‘C’ grade and can’t move up the ranking….
Actually the Civil Service is very honest about the whole thing, everybody know if you are not scholar, your likely reitrement grade is MX11 or MX10. They never mis-sell people that they promote on performance and everyone has a chance of superscale as long as they perform.

The probelm with a lot of people is when they join government fresh from school or in their mid 30s, they thought they want work life balance and willing to give up money and promotion. But when they see their peers accelerating past them after a decade, backside itchy and start to kao peh kao buh about stuck in dead end job.

To such people I always tell them you walked in with your eyes open when you join government, dun make it sound as if you are a victim who was conned by evil bureaucrats.
