That being said, here are some numbers for administrative roles for reference. This is based on my personal experience and specific to one particular division. While I have heard of examples to the contrary i.e. annual or bi-annual promotions, I would say that those are the exceptions to the norm.
Case study #1
Ex-colleague joined SGH as a associate executive (diploma holder), eventually obtained a university degree and achieved Manager level 15 years after being promoted to Executive upon graduation. This was about 5 years ago and she remains a manager. That’s 5 years for every promotion in the same division from Executive > Snr Executive > Asst Mgr > Mgr. Granted, her responsibilities are relatively simple and OT is extremely rare.
Case studies #2 and #3
Ex-colleagues joined SGH as associate executives while studying part time for a degree. Upon graduation in 3 - 4 years, both were refused a promotion to Executive on account that there was no planned change to their job scope. Both resigned.
Case study #4
Ex-colleague joined SGH as an Executive and remained so for almost 4 years. Joined a different PHI thereafter but no promotion or pay raise due to the lateral scheme as someone mentioned earlier. Continued as Executive for the next 3 years. Subsequently joined another PHI as Snr Executive. In summary, ex colleague took 7 years to go from an entry level Executive to Snr Executive.
Case studies #5 to #7
Ex-Colleagues joined SGH as Executive. Now all Senior Executive after 7 to 10 years in the same division.

In particular to case study 4 to 7 where the Executives/Senior Executives remained for a couple of years, do they have any annual increment at all, if so, how much?
I do agree it's quite disappointing that it appears moving to an Asst Manager title even is pretty rare. Any idea of the salary range of an Asst Manager and Manager?

A few months on from the annoucement and with the launch date of July 2021, have the salaries been effected? I'm sure that they have for nurses (kudos to them, they deserve it).
Anyone have any insights on the new benchmarks for management level staff?

Posting to provide a counter-case study, though the post you replied to mentioned that I am probably a rare occurrence.
I moved up from entry level Executive (Job Grade 11) to current Senior Executive (Job Grade 13) in about 2.5 yrs since starting my job at a polyclinic's HQ (2 consecutive years of A performance rating).
Prior to this, was artificially frozen at Job Grade 13 for about 1.5 yrs in restructured hospital. No performance ratings, bonuses, annual increments, due to being on three 6 monthly contracts to cover for three staff that went on maternity (was desperate for job at that time).
For AM, pay can range from $4.5k to $8k, while M range from $6-10k. Depending on years of experience.
Also to share, yearly annual increment is about 3-5%, depending on performance. Usually there is some flat component to the annual increment, like $50+X%. Performance Bonus ranges between 1.1-1.5mth, depending on performance rating. Total annual pay should be about 16-16.5 (including Performance Bonus, Corporate Variable Bonus + 13th mth). Payout in Jul is usually 2.5mth (PB+CVB), then another 2mth (AWS+CVB) in Dec.

Edit: Wanted to mention something about the lateral movement restriction thingy that I've heard so much about. I am not sure if it really exists as there is a lot of hopping between clusters/institutions all the time. Personally when I changed to my current job, I received ~5% increment. Also, ex-colleague left as JG12, joined another institution at JG13. Heard of other similar instances. Perhaps unspoken agreement between clusters have changed, and it's just a sneaky way for all HRs to keep costs low. Because I know for a fact that if they use recruitment services, they have to pay one month of the hire's salary upon confirmation (i.e., end of 3/6 mth probation) to the recruitment firm.

Seems like Senior Manager/Assistant Director level. Maybe JG16 or 17. Your annual pay would be around 16x8=128k, give or take depending on performance.

Hi everyone, need some advice here. I'm currently working in one of the public hospitals, coming 7th year. However in the recent 2 years, I have not been performing up to standards, I guess mostly it's because of self confidence being affected after a series of bad performance and since then I weren't able to pick myself up, no matter how hard I tried. Previous few years I was doing fine, in fact I received 2 consecutive years of performance grade A. However, my reporting officer has given me the ultimatum that if my performance does not improve, I will have to resign. Needless to say, I am at a complete loss right now. I guess there is no turning back for me and I have to start looking for jobs now, my immediate priority is to look within the cluster but I'm not sure whether I should still continue in the healthcare industry. My current role is very niche, I tried applying for a couple of roles previously but I haven't gotten any replies.

What role you doing now? Do you have transferrable skills that can allow you to pivot to another industry?
