more than that la I at smaller agencies is DSM or AD at bigger ministries/agencies...if there is no vacant DSM/AD spot wait 4-5 years also won't hit

I know someone stuck as Grade H for 8 years. His users have promoted from manager to DD but his title is changed from Application Consultant to DBA. Lol.

I have never heard of Grade J PM. PM usually at most Grade I. Grade J usually would be DSM already, with PMs and Digital BAs reporting to him/her.

Principal Engineer only need L2 leadership, so quite clear they are considering to have specialist track. But how far they plan to push this is another question, and whether various division can have their own specialists instead of just massively congregate in PIC

Thats what's happening to my agencies. Not just doing your core job reporting to RO1 but also side job reporting to similar rank
