I don't think so. Most likely to be perpetual 3 years contract renewal.

HR told me rail is always in need of people and got good chance of perm conversion after a certain duration. Should I take it at face value or get clarification

Just curious, but how is hand pick employees by their DD/D better? Because I understand that, in order for your CEP to be high or on fast track, you would need to be a scholar. And even a scholar is not favoured, they can still get promoted and get good PB grades. Whereas hand pick employee is just having good perf grade right?

A scholar that is not favoured will not get promoted past a certain level. The end point of an unfavourable scholar will be lower than a favoured peasent.

A few scholars I know who performed well, but cannot wayang as well as the peasants, are all now in MOT. So proof is in the pudding that scholars will eventually still do well. But not in LTA

As a good manager, u would want to see your team succeed. If they are doing well, why dont give credits when due

This ideal scenario does not exist in LTA. Might not even exist anywhere in the govt sector. Don't believe, go in and have a look yourself. It's a dog eat dog World out there and it's every man for himself.
Your manager can and will throw you under the bus so long as their appraisal scores won't be affected. You think they will sacrifice anything for their employees at the expense of their own bonus and promotion? Dream on.
