I don't think that's the intent. Getting the best candidates with best real-life problem solving skillsets would be more like it. Quite often, that requires in-depth knowledge.

For example, if you have the engineering skillsets that can solve frequent MRT breakdowns, I'm sure that the transport ministry director would like to meet you for discussion regardless ur degree is from Dublin or MIT e.g. skip the conventional HR route.

All these arguments sound extremely logical....."see who can solve the problem, see who has the best attributes, see who is the best fit for the job etc". And it never fails to take a swipe at those with glittering academic results, such as "good results mean nothing, good results dont make a good worker etc". But in reality, it's a different story.

so what you guys are saying is, in reality the pte university graduates are treated as trash in civil sector? i'm not against that idea, but really ? filter out the pte university graduates? so lets say one of the filtered pte graduate has good experience in building and land management joining say, SLA or LTA, where as the hiring manager already picked a required number of new hires for interview, and the selected candidates have no experience at all. i'm sorry but doesn't this sound a little exaggerated?

waiting for response from the GUY WITH EXPERIENCE IN CIVIL SECTOR.

It's really quite simple.

If you are really really good, you wouldn't want to join them. Headhunters would be lining up to offer you a job. You exact expertise would have been wasted in the public sector because you wouldn't really be able to apply them.

In the public sector, they need more people who could understand the technicality of the job, but they don't need to be expect. In short, they are looking at, not industry expert, but people who demonstrated ability to manage and follow the system.

Someone from third party university generally don't fit the bill at higher management.
For junior position, they are looking for subject matter expert, and by virtue of being junior position, the applicants themselves wouldn't have established themselves in the field either.

Hence, the question is more hypothetical because it is unlikely to happen in real life.

uol first class in econs and mgmt. uniformed group. start was 3.9k in 2011.

In this case, I could highlight the applicant's credentials to my boss. There are officers with private degrees but generally they are not hired from the 'open'.

Generally is the correct word. To share my story. I was a NTU/NUS reject 12 years ago. If I were to apply in open, I would be dropped by HR. Hence, I didn't bother to apply for government jobs after receiving a few rejection letters from GLCs/stat boards like IDA upon graduation. If GLCs rejected me, what more about ministries? Then, there was a series of worldwide government websites being hacked. I was intrigued by these government website hacking and I attempted to track these activities using my home setup honeypots during my free time. I mentioned these activities in my CV that was deposited all over the recruitment sites.

Somehow, someone forwarded my CV to some senior director in the security sector. I received a call for informal discussion. Rest is history. Looking back, I'm still with same director for past 10-year and have had 4 promotions.
