As others have pointed out in earlier posts, MX11 is an entry point for mid-career entrants. Hence, MX11 officers are more expendable as compared to the other ranks because they can be easily replaced. For MX13(I), the organisation knows that it is a "retirement rank" for junior officers so there is no danger of them leaving despite how poorly remunerated they are.

From an organisational standpoint, it is not prudent to give a any increment to these 2 ranks given the limited value it will bring (one being easily replaceable, the other lacking option outside civil service and wont leave). In my opinion, a token 5% is given to these ranks only to support the narrative of a "civil service wide pay revision in order to match the private sector".

But 11A many are cruising along, with no ambition of taking up leadership positions

This reason seems so contrived to me. A number of mid career joined at MX12 before being converted to MX11 the follow year, and many officers climb the ranks from MX13. What % of mid career entrants at MX11 can justify this slighting of MX11 who are not mid career entrants?

Also, all grades are just as expendable. This is a generic scheme.

This reason is so contrived. There are many mid career entrants who joined at MX12 as well, and many MX11 who climbed the ranks from mx13. What % of mid career entry MX11 do you have to justify slighting the rest of the MX11 who did not join mid career?

in summary, they are implying that mx11 is generally better paid as compare to mx11a and mx12, given their seniority in the CS
