This reason is so contrived. There are many mid career entrants who joined at MX12 as well, and many MX11 who climbed the ranks from mx13. What % of mid career entry MX11 do you have to justify slighting the rest of the MX11 who did not join mid career?
This is if we even considered this narrative. This is a generic scheme in civil service... All grades are as expendable as each other and lack as much option as each other outside. Surely we are not thinking that mx11a and Mx10 middle managers can survive better in equivalent position outside?
