Psd scholar duh
The bonded scholar. Spent 200k on them must extract as much value out as possible. Milk them dry.

Is your degree that you have studied relevant to your current job?

Recently accepted an offer from the civil service that was paying more or less the same base salary as my current job (private sector, mnc) but when it comes to overall compensation package, the civil service had +$10k worth of annual projected bonuses that my current job doesn’t have. Does the move make sense? Felt that I was stagnating in my current job/not picking up transferable skills for future career progression as well, which the new job would be able to provide more growth in that area.

You may end up with a lower compensation due to the projected bonus. You could have asked for an increase in base salary. If you are an experienced hire with more than 8 years of experience, companies will usually pay you more to move. Growth and learning are important but usually these are factors that employers quote because they cannot pay you more.
In your case there should be other companies which can pay you more. You just have to wait for this opportunity to come along.

How did you get a huge pay jump from Ministry to SB? Is your SB a specialised scheme? Usu moving between Min and SB won’t have a large increment if any.

Non-scholar. Local grad, second upper. Was recently called to be emplaced in the hipo program. Any idea roughly what's the pay package I should be getting?
