Can I ask if you are being promoted, do you get another MI on 11 Apr on top of your promotion increment received on 1 Apr? Or is it all included in your promotion letter liao?

No, its a combined increment, usually in the 7-10% range. MI is usually only 3-5%.

It's already been included in your promotion letter.
So the gross salary in your promotion letter includes promotion and merit increment.

May I ask one more question? If an officer has reached the maxima of the salary range, e.g. maxima of MX12 without being promoted, does the officer still receive the merit increment annually?

I heard once you reached your salary ceiling and no promotion, your salary will be stagnant w/o yearly increment.

Yes, once reached ceiling, no more increment. In fact, once you are near ceiling, you will notice that your MI starts to get lesser and lesser. A colleague received $9 increment before because $9 was the final buffer before he hits ceiling.
