there may also be political implications if u keep trying to transfer out. the management definitely won't further reserve good performance grades or important roles for u (since u wanna leave anyway). the widespread lack of manpower now may also cause your transfer to be blocked. it will also be harder to pass the interview of the receiving school due to fiercer competition for the open posting.
closed posting is possible but it comes with a huge risk...I have heard of people reaping the consequences of rejecting closed posting assignments before

And this is why people say teachers are pampered. Have bad work environment, don't want to leave. Leave -- want convenience, want to choose type of place, don't want to be open to try new things, den scared of competition even before trying, scared of "risky" new work place.
This is exactly why the bitter and disgruntled teacher stayed on for 30 years in one place.
Stop overthinking things. If you are not treated well, leave for a new sch. Thats literally wad 99% of ppl are trying to say here.

And why have you not obtained your degree?
Where is your passion for education?
What happened to continuous learning?

Frankly, travelling far is pretty lame in Sg. It is more like strawberry lamentation.
If you are reserved for lower performance grades, it is better to leave and let others who are more capable take your place.
Sometimes, you will meet your saviour and prosper.

No longer all at the same time by default. Spread across 2-3 promotion exercises (apr-oct-apr).

Both. Decided last year, but can still be affected this year.
e.g. Oct cohort promotion can be blocked if an officer fails to get confirmation to service.
