I am so worried for my friend. His father has just recently passed away. He had taken no pay leave to help take care of his dad....
My friend has been doing so much additional work on top of his teaching duties. Doing secretariat for meeting. On so many committees. Handling 2 CCAs. Yet his HOD gives him consecutive C- for like 3 years already.

Man idk what are his options. It's ridiculous that he is doing so much more, yet he is being somehow punished for it. It's not right man. He has been on the edge for so long. He bottles it up so hard. I feel so bad seeing him like that I don't know how to help him.

Any advice?

It is probably helpful for him to explore open posting / secondment opportunities. Hope he finds a better fit!

I received an invitation for FHQ in the year I was promoted to GEO4 in nov. But SLs decided to hold me back as they wanted to groom me for kpship. So I delayed my fhq, did an internal kp-ship appointment for a year and will be appointed for 2 years before going for FHQ.

Better change school. I was under some terrible RO in my previous school. He was some very cmi SC HOD in retirement mode. No matter what I do, above pay grade, below pay grade, also a C. This went on for 3 years. And when I finally changed school...it was so much better. I got a very competent and fair RO.

From then on, I always got more than a C. So my advice to your friend is - CHANGE SCHOOL.

From my experience after serving 3 schools...this really varies from school to school depending on SL and MM.

In one school, the MMs banded together and slave drive the ordinary teachers. Ultimately, work trickles down and the lowest rank aka geo 2...will have it all. Get the worst subject combi, many periods, take charge of CCA (at GEO 2 leh) and lead PLT. What the heck right? They are also tasked to run initiatives (which ultimately the organiser gets the credit, not the GEO 2 people), organise events and because they are "young", they always have to help carry things, move things, do camps and basically be manual labour.

But in another school, the GEO 2 and 3s are left alone to grow.

So it really depends on your school.

What does it mean to get fhq at seo1? Had thought it is only for young officer

Think this is usually for more senior posts like AD (not sure if SAD would also be considered FHQ; think that's usually more if you clear the VP interview).

SEO1 FHQ officers can come in as Senior Officers in their respective divisions just like their non-FHQ counterparts. They could be considered for management appointments like AD either right from the start (not typical for first-timers to HQ), or after serving one year as Senior Officer.

You are right, SAD/DD appointments are given to officers who have cleared their VP-level appointment interviews and are done in the Oct posting cycle, not through FHQ/APEX.

means you got potential to go further lor. and ministry wants you to gain some HQ experience before you climb further.

its not just for young officers in the first few years of service. as long as they deem that you have sufficient runway and capacity to contribute at a higher level, you can qualify

just being honest here - changing schools is not as easy as in the past...unless u are willing to travel super far to a different school or succumb to cross level deployment

for example, its really hard to change schools for STEM subjects within the east region. that is one reason why more and more people have to suffer for longer.

there may also be political implications if u keep trying to transfer out. the management definitely won't further reserve good performance grades or important roles for u (since u wanna leave anyway). the widespread lack of manpower now may also cause your transfer to be blocked. it will also be harder to pass the interview of the receiving school due to fiercer competition for the open posting.

closed posting is possible but it comes with a huge risk...I have heard of people reaping the consequences of rejecting closed posting assignments before
