Problem is not all Company are ATO.
You need to be working in ATo to take P lvl SCAQ.

If They want to boost CA, they should just allow everyone to be able to take , like ACCA / cpa aus / icaew

Problem is also book-keeping which low value add also associated with accountancy thus it has to be carved out from higher value add work
