Actually this is the same with every organisation isnt it. Work hard only if you can vibe with your boss and know he is a decent human being who will fight for you. Any other case, just lie flat, work for two years and go for the increment jump by switching jobs. Everyone is doing the same.

If you’re talking about performance rating (A, B, C etc) yes.
This is influenced by your performance ranking among other peers same grade as you. Every grade got certain quota.
This is more or less the same throughout public service.
