Your direct RO all the way up to your director matters, since they would have to fight for your APA and promotion. So it helps if:
1. Your RO/director knows you will enough to know the good work you've been doing.
2. They bother to fight for you.
3. They are powerful/smart enough to get their way.

Makes no sense, they will still extend and hire contract staff based on their resource requirements. If you ain't getting your contract renewed, either they don't need you anymore or something wrong with you.
I see new contract hires and extensions. Conversions to perm staff, that's as rare as a unicorn now.
