The schema based thing has not been rolled out yet and won't be rolled out so soon, but there's already work in the background being done to trial it, so just wait and see. TBH it's not a bad thing despite its origins.

even more perplexed how a senior manager from indeed can come in as a DD and promote to D in less than a year

What is senior and what is junior? Director / grade L and above is senior?
