You get MDR once you:
1. Hit grade G
2. Are in a role that is eligible for MDR
3. Hit your min competency levels for your job grade
There's no additional reward for attaining L3. Not that I know of anyway.

Usually during the GovTech Con that is before the distribution of bonuses. Not sure when it will be since the previous was delayed.
