Not always ley.

Wad 'bout the cases where the 9 are hidden talents doing work that is unseen, unheard, unappreciated while the star showman takes the credit.

This is more reflective of what happens. Not the 1 person doing all the work while 9 jiak liao bee.
Shame that after the showman takes credit he/she climbs and the 9 either leave or become disillusioned and slack off.

Yea true. The whole team would be slogging off while that one staff just does nothing. Heard can't get rid of the person, because it is apparently very difficult to fire people in civil service. Such person would have been put out to the grass in private sector. It is really annoying to see such person freeloading on taxpayers' money. It is also funny to see that person "smoking", talking big about subjects and still believing that everyone is convinced.

If there are grounds suggesting JLB, why not seek help from HR or other bosses? It isn't so clear which dept or team you mean, other staff working hard on projects may feel even more demoralised

Leaders' mailboxes are always open, tried writing in to keep them closely updated on what staff think is happening on the ground?

Realise that mid careers are hired mostly to do the leg work. Of course there are outliers. But mostly homegrowns are the ones who advance in organisation.

Do you know what the outliers did to advance? Not so bad to not advance, advancing just means longer hours, more responsibility for managing people, more risk if wrong decisions are made

At working level many "homegrowns", not all but most, are welcoming and share knowledge freely. Try getting to know more of them, learn the way of thinking or doing things which the organisation prefers, who knows after some time you may also advance if that is so important to you
