All it means is, if the op really thinks there is a problem, rather than slagging off people online, in every org there are existing internal channel like tell hr. If dont think hr can help cos they may side the department, tell other bosses. In this case, maybe bosses can help transfer the supposed freeloader to somewhere they cannot freeload. Only when internal channels all failed, then if the problem is serious enough, think about other avenues
Jiak liao bee, smoking, talk big, all very subjective. What the op is claiming is there is someone in the org who just does nothing and is freeloading. Sounds serious. I'm sure many interested to know how to get paid in return for doing nothing. If not justified, then dont make others look and sound bad just because

Anyway maybe its ownself top up or too many miles accumulated during covid?
Give them a break lah, if need to fly, prob its for important work n they need to use laptop, can u imagine working in a cramped space while on flight hahahaha

never flew businsss class before whether for work or personal holiday, but don't think its objectionable if it allows them to prepare for and carry out their duties effectively...

Standard public service policy is only superscale MX9 (equivalent to executive director in MAS) and above can take business class and stay 5 star hotel, but need to take one class lower for both if it's a study trip instead of work trip. It's only a perk for senior management, unlike private sector where even junior staff can set business class if it's more than 5+ hours or so.
Not sure about MAS specifically, but it usually follows PSD policies.

It should not be that public service uses taxpayers money so cannot take biz class. Public service should be able to compete well as an employer. Employees are not going to just flock to public service roles if pay, benefits, rewards,etc are all poorer that others. Public service, and same goes to MAS, are supported by taxpayers, because they perform public roles and serves not for profits, but for public objectives. MAS serves for public objectives does not mean its officers all waive their employee expectations. It is like Apple's corporate vision doesnt mean you expect less pay or benefits from Apple as employee.
Just for completeness, this is different from Ministerial pay arguments because this does not justify pegging their pay to top 1000? earners. If you were to ask me, i would say it should be just an extension of Public service and they should be paid same as PS. Politicians are already paid as MPs so why their leadership is worth more than PS who are already top public service leaders.

I have the same MX grading as my TL and my salary is damn near the ceiling for my grade
Does it mean I should expect lousy increments since it wouldn't make sense to redesignate me to a higher grading than my TL.

Yes this is probably the case.
Honestly if you are near the ceiling for your grade it means the pay is really v good already. It will be hard to find a job outside that can match that pay.
