You may have some different understanding of what is farmer. To be fair, there are many farmers among the rank and file in MAS, just that for some of them the soil just happen to be better at their plot of land, or they are smarter to farm with more efficient tools, have wider farmer networks to barter farming equipment or are simply more well liked by supervising farmers. Over time, they become experienced farmer and as a result earn more, especially if the crops they produce are well received.
I may be wrong but I also believe that most in management team are not scholars, unless you are including MAS scholarship to study.
Having said that, 10k pay is around the base for the most minion DD (just comparing officers on mx scheme), how about imagining those who get pay of 15-20k and above to ask their subordinates many many questions!

you think scholars are subject to meritocracy? Their path is already decided before their first day regardless of performance.

I disagree leh. Your analysis is too blunt and does not recognise the fact that these days there are more and more scholars from everywhere. So being a scholar alone is no longer a distinguishing factor on its own. I’ve also seen scholars being sidelined due to unremarkable performance.

Not really,
Associate Year 1 - 4650 - (Start TO role in July 2020)
Associate Year 2 - 5150 - (April 2021 increment)
Associate Year 3 - 5750 - (April 2022 increment)
April 2023 is where Assoc becomes AD which is backdated to 1 Jan 2023
So time spent as assoc is 2.5 years (Jul 2020 - Jan 2023)

Some of them is really asking for the sake of asking to show that they are reviewing your work.

Is this only for TOs? Would mid joiners as AD be getting $500 increment each cycle too?

What do they do besides review? Just attend meetings talk two or three (mostly unnecessary viewpoints). Even the presentations to committees are done by subordinates. MAS can save plenty of money by cutting out division heads.
