On the contrary, he has been in MAS since graduation and has dispelled my (misconceived) belief that staff who have been in MAS all the way are ngiao and rigid because they do not know how the private sector works.
But I do know of homegrown MAS TLs who are too ngiao and are unable to adopt a risk-proportionate approach.
Overall, I concluded that it boils down to an individual's personality and characteristics more than anything else.

Glad that your TL is of such nice HUMAN personality. Majority here are quite kia see and kia su. All because they dont want to be wrong and affect their promotion. Its not for your development nor for the country, its for their own selfish promotion.

or the individual knows the he is no longer considered for further leadership position, and can tolerate risks.

The department head plays a big role in this too. He/she sets the tone for the department. If you get a not-so-good department head, things can come crashing down easily.
Unfortunately, the civil/public service has continued the antiquated and bizarre practice of rotating scholars frequently to place them in leadership positions in various departments of the organization. This comes at a cost that no one wants to acknowledge; (1) it demoralizes staff who know from the outset that they will not progress their careers beyond a certain point, and (2) it results in sub-optimal decisions being made because the new department head might have close to zero domain knowledge in his new department (and is somehow expected to lead it effectively).
In the private sector, I have never heard of an investment banker being forced to rotate to operations or risk management before he/she is allowed to become CEO of the bank.
(But I digress)

I have 8 yoe in mas and this is my only job. Getting about 9k+/month in a policy role and am thinking of jumping to private. Where should I go?

Are you a DD or TL? If you are a TL, they might value you for the "mgt skills".

With MAS for 2 years, would like to go private sector like bank / Fintech how much increment to ask for? With MAS name would I be able to ask for more?
