What's ur qualifications and if the yoe is relevant? How salary was computed also based on how they calculated your yoe, when you attained your degree also matter, and if you are a male or female.

Usually from private switch to public, you won't be able to get the same range as compared to those who completed uni and started out right from public sector, even if they had the same yoe with you. I believe that they offered you the lower range very likely they didn't count your full 10 yoe and also your qualifications.
