Fresh grads at ministries start at mx13, $3200 p.m., age around 24-26
1 year later, emplace at mx12, age around 25-27
5 years to mx11, age 30-32. Mx11 pay has wide range $4-7k, and there is now mx11a.
About half will end their careers at mx11 or mx11a. Slightly less than half end careers at mx10. Small number at mx9 (director), even smaller above that.

Yes, after checking his Face Book profile I remembered this guy. He is born in 1971 age 43 this year.

Argue a lot & always ask for pay raise. Instigated his own department staff to challenge management for more pay raise & OT Pay when extra portfolio is given out.

"end careers" you mean retire in their 60s? so for half of them, they'll stuck in mx11a or mx11 since their 30s for another 2-3decades? cannot be man... I think most ppl will seriously consider move if being stagnant for 5 year+

I'm female, been in civil service since I grad in 2006. MX11. Current pay is 5.8k, annual is 90-95k. How am I doing?

not sure abt the accuracy of the above.
In my agency, for each cohort about 20-30% will eventually leave. Of those that remain, majority of them hit mx10 in 12-13years. Those that get stuck at mx11 are largely identified as troublemakers i.e they deserved to be stuck at mx11. Be it disciplinary wise or poor work ethic.

May I clarify on the following:

(I) Your starting pay in 2006 (basic per month);

(II) The year which you were promoted to MX 11 and your basic pay back then (estimated);

(III) Have you been with the same Ministry since 2006; and

(IV) Are you handling policy-related work.

Default Procurement as a Career

Dear Finance Practitioners of Sg's public sector,

May I seek your views on whether procurement has good prospects within the public sector [i.e. (I) Ministries and Organ of States plus (II) Stat. Boards], especially those who are conversant with the IM on Procurement and GeBIZ.

It is quite common that the Procurement Branch of each agency is parked under the Corporate Services / Finance Division, although there are a handful who will either house them under Strategic Planning or Resource Management. As a corollary, it is often viewed as a admin / back office role, with less visibility to management.

However, due to the recent spates of high profile cases of procurement lapses, there has been significant emphasis made to enhance the procurement compliance process via revisions to the IM, as well as the development of the Procurement Specialist Track to strengthen the competency of procurement officers. Analytics programs via GeBIZ Management Console ("GMC") has also been rolled out to make Procurement less of an admin job and more of an analytical role.

With the advent of the track and the more pertinent role procurement plays within an organisation, do you think it is worthwhile to pursue a career in procurement? Or is it still subordinated to more popular finance roles such as Financial Accounting / Analysis, iIternal Audit or Budgeting.
