Is this rank considered a manager or senior manager role?

I think I am just a normal farmer, not performing any better or worse than general peers (outside my scheme). I am just lucky to be in a good scheme. Just like the saying, once you are a scholar, so long as you don't screw up, you don't need to be over-performing to have a good progression.
This is a normal progression in my scheme I believe.

No, salary grade and appointment does not always go hand in hand. For eg. those in legal or foreign service, they don't need to be M or AD or DD to be earning big bucks. They have their own designations.

Which means you are a Scholar? Means also that the rest of civil service will get lower as they are not in special scheme?

No... Farmer means non-scholar. There are professional schemes out there and you don't simply expect everyone in that scheme to be a scholar right? If everyone is a scholar then that is really a cut-throat environment... maybe that only exists in Admin Service.

Just got a preliminary offer from IMDA for Grade 7 Assistant Manager position. Was told that Grade 7 AM maps to MX13. Was also asked if I'm okay with a $4.4k salary.
I've got 4.5 years of experience. Was promoted to an AM position in my current organisation in 2016.
Is the preliminary offer considered reasonable?

I'm currently 28 and not with a government agency. Am not exactly sure how the scheme in an SB works, now that it's not longer an MX scheme.
