Its not age, its years of experience. They do this to ensure some form of parity among new hires and existing officers. You mentioned you are on a short term contract, can u elaborate more? All civil servants start off on comtract and will be made perm if they perform well, unless HR made clear from the onset that it is a temp role.

35 male with 2nd lower (hons) and about 10 years work exp..was offered mx11 and $6.8k but understand that the ceiling is $7119. which means if i join i will hit the ceiling within 1-2 years? should i still join?

What was your last drawn? You should consider whether this move is a pay increment or not. The other aspects about pay ceiling are less important since you could get promoted to MX11A down the line.

10 YOE -$6.8K is the avg for farmer in public service.
Imagine if you get C every year, likely u end up in this salary range unless you are in specialist/uniformed scheme

I am below 6.8K even though I am 37 year now with 12 YOE (male, joined CS as my first job with 2nd lower class from NUS).
Been getting Average C grade annually.
GUESS I AM below average
