Not keen to be junior partner or of counsel after 7 years in practice and earning less than an international firm associate. Even then, equity is a stretch

There are a few US firms in Singapore that will pay the full US scale (converted to SGD), although they typically discount your seniority by a few years (usually 2-3) for non-US JD graduates. So a second-year SG associate might join a US firm as an NQ.
There are other posts previously in this forum which explain which firms in Singapore pay the full US scale, and which pay a mid-Atlantic rate which is somewhere between the full US scale and Magic Circle rates.

Which ones pay mid atlantic nowadays?

Currently a liti SA in a small-mid tier firm and very likely to be made JP-equivalent in the next year. I've tried to lateral into the B4 and international firms for the past few years but to no avail and frankly I've not bothered to try again.
Recently offered a senior legal counsel position in an GLC company. Should I make the jump now or forgo this opportunity? Comp is slightly (~10%) better than my current annual including bonus, but won't be better than my expected comp with promotion. I'm neutral on whether to continue doing liti but have no strong passion for inhouse work either.
Any thoughts would be appreciated from fellow lawyers who've been in like situation.

The ones in SG paying NQs a Mid-atlantic salary (17-18k starting pay) include most of your QFLP US firms and other FLPs: Gibson Dunn Crutcher, Jones Day, Sidley, Dechert, White Case, Shearman Sterling, King Spalding, Skadden Arps, Reed Smith.
Not as good as the US$215k new cravath scale in New York, but it is roughly the same after accounting for tax difference.

Skadden’s office is so small - how do you measure this? Unimaginable they don’t pay full cravath.

OP doesn't know what he's talking about - this is highly incorrect. I know for a fact that at least 4 of the firms named pay far below 17-18k for UK NQ level in SG (I have seen actual offer letters given out in the last 12 months from these firms).
To everyone here, don't rely on this forum for anything but local payscales. The information about the international firm market is terribly inaccurate. If you are really looking to make a move, speak to a recruiter.

Recruiters can also be pretty uninformed about the payscales. I was encouraged to apply to two US firm roles (both in the list above) by a guy from MRA search on the basis that the payscale was at least equal to MC - this turned out to be complete BS once I got the offers. Waste of my time
