Yalor. Not all software engineers paid the same. Depends on what kind of company and what kind of experience you have. Also on years of experience. Its as dumb as me asking how much an army officer earns without specifying the rank, combat or non-combat etc.

Usually promotion from 11 to level 10
on average will take how long? 2 years? or 4 years?

On avg it will take 1.5-2 years actually. Look at your peers on the c&m track, they promote to 9 from 11 in 1.5-3 years. You are already slow.

Nope never seen it happening. They usually get the hint and move out on their own to another company.

Yep usually they get the hint that they are not going to go far with the company and find a better opportunity elsewhere. No point sticking around.
Rule of thumb first promotion usually within 1.5 to 2.5 yrs but if u exceed it then probably time to find a new job/project for better progression.

Furthermore bottom levels easy to find someone who wont complain so much and can stay for a year at least to contribute to the project. Dont need worry about project costs rising because once they hit the time to promote, just dont promote and can find someone else to fill the gap easily.
